Functionally identical to Horn of Winter
Since there are not ranks of abilities in this new system, some old favorites take longer to arrive and are reasonably change when they do. La Tale Ely, for instance, appears at level 32 and is now functionally identical to Horn of Winter, granting strength and agility instead of pure AP.
